You cannot change the binds without 3rd party software. Works exactly like 10-key on a full size board. you can use 8462 as arrow keys by default with NUM disabled.

Does the light stay off when unplugged and plugged back in?

Actually, no, it does not. You can turn the brightness all the way down, but if you unplug and replug it comes right back up.
