28mm and "true scale," so the miniatures and weapons are much thinner than GW's other lines.

Does the guide/manual come with a painting guide?

No, most miniature games do not include painting guides. I can tell you that the Citadel Paint app is being updated with a lot of the LOTR figures, which will tell you what colors to use for base/shade/highlights for each part of the figure. There are also a ton of great youtube videos showing you how to paint leather, metal, etc that will be super helpful.

Does this come with the actual rules book or a half assed one?

It comes with the full current edition of the rulebook, and datasheets for the included figures. If you want to expand beyond whats included, you will need the Armies of Middle Earth book, which includes all of the datasheets for all of the existing figures, beyond this starter set, to date.

Does it come with the king of the dead?

It does not come with the king of the dead nut does come with his soldiers.
