How do you dissolve it? I tired in water and it didn’t work?

does not dissolve in water, you need either isopropyl alcohol or propylene glycol. you can also mix it with cremes that have these ingredients in them. for a more concentrated solution you may want to mix the two while heating in a pot. propylene glycol mixture is better for the skin than the acohol version as it can be too harsh.

How do you use it to get rid of warts?

Actually you can use it for the body and cosmetic options, but it needs to be diluted to 2% or below.

Does anybody have a method for adding this to a shampoo and/or a recipe for a toner using this powder?

For a spray on body skin toner, i mix 5g of salicylic acid powder to 1 cup of warm vegetable glycerin. You can warm it in a double boiler and mix until blended in. To that mixture I add 24 oz witch hazel and about 20 drops of assorted essential oils (tea tree, lavender). I mix all of this and put in a small spray bottle and spray on parts of my body that is prone to acne and let it dry after every shower. Havent had any major outbreaks in over a year of using my spray.
