Do you need to use a primer first if using this to paint metal (brass knobs and frames)

I don't know if you must use it, but I used it to paint my old gold tone door knobs. They turned out beautifully.

Can it be used on plastic? Prep? Finish?

The plastic would need to be sanded lightly in order for any paint to adhere well.

Would you recommend this spray paint for refinishing exterior metal landscape lighting that is now faded black?

absolutely - but make sure the item is very clean prior to painting.

Is the paint water resistant? I plan to use it for decorating a glass bowl which would have exposure to plenty of water.

I applied this paint to a bath tub faucet, which got wet regularly with no problem. However, the faucet is metal not glass, so I'm not sure what results you will have.
