Does the lights stay on option?

Unfortunately NO they do not, but the plastic is a bit thin so if they did stay on you would see the light through the plastic anyways, ruining the illision. That was also my only major complaint about the item. Outside of that this is a very nice piece of decoration for any star trek fan/collector.

Does this have a 'lights only' button option like the HD Enterprise or the Excelsior?

No it is not equipped with continuous lighting like the other diamond select ones the enterprise, enterprise a and the e are the three that don't have continuous lighting but I still recommend that you purchase this item

In your opinion--why is this "ship" worth over 200.00?

It’s no where near worth that much.
