Would this work for twins?

Yes! I have triplet 1.5 year olds and a 4 year old and they all go in there... it is usually just triplets though. So I would say it would easily work for twins.

Would this be appropriate for a child to help at a bar height counter? Maybe for an older/taller child?

The top of the kitchen helper meets the counter so with the bar height counter there would be some space. For a taller child it may be ok. My kids are one and it would great for both to fit
