Do these protect against uv lights from germicidal uv lamps?

Germicidal UV is in the 185-195nm range, these glasses probably only go to around 365nm. Not safe for UVC

Are these blue-blocking?

Yes. The DR "driving" color blocks UV blue as well but the yellow blocks the most. It is great fro night driving but also assist people with low vision focus due to eliminating the ultraviolet blue light. Great for reading, watching tv, and using the computer as well.

Would it be safe to watch an eclipse wearing these?

Watching an eclipse of the sun is very dangerous with any sunglasses, not only the UV but the intensity, and a very dark sunglasses would be safer to watch the sun, and you may be able to wear theses glasses but if the sun is fully eclipsed by the moon, Thanks, Sassi6
