Can you jump and balance in these? My 12 year old son wants to practice his parkour

These are excellent for moving up and down, but not from side to side. They are well balanced, but if you try to tip them by moving sideways then they will go over. Best check out callisthenics dip bars videos on YouTube. They will show you the movements you can do.
