Hi, Richard. I agree with "Jay" that you use this steamer in combination with the sauce pan and use the lid that comes with the sauce pan. In short, no, this steamer does not come with a lid.

Will this fit demeyere industry 5-ply 3.5-qt stainless steel essential pan ?

I do not know that answer. If this is a 3 qt steamer may fit if same width of 3.5 qt pan.

You’re right, the photo looks like a double boiler with no holes. But I ordered this item and it DOES have holes for steaming. It works great.
