Can these flakes be used for a tropical aquarium?

You could use them in a pinch for a while. But if you are buying this for tropical fish long term I wouldn't go that way. I would (and do) buy tropical fish flakes.

Ok for how big of koi can I use it for

This food is recommended for juvenile koi and goldfish of no more than 3 to 4 inches in length. Once they are larger than 4" you really want to wean them off of flakes and onto a foodstick. This will reduce waste quite a bit and you will feed less as well, saving money.
