Q: Can this be safely used on aluminum carburetors.

Yes, This is a very mild detergent that we use on aluminum fishing reels, eyeglasses and antique knives. You could also use Citronox which is a detergent with a mild acid (like citrus acid) which cleans and polishes aluminum.

Q: Does it remove rust from garden tools left outdoors?

It will remove rust if used in a strong dilution and if you let the tools in the solution long enough. Works best in an ultra sonic cleaner.

Hi. I do not have a certificate of analysis - I do not know what that is. I do not remember where I bought it. I just did an internet search and found it that way. The lot number printed on the jug is "C1E1". I use the product for ultrasonic cleaning of brass parts and it works well.
