Q: I don't know anything about this kind of extra padding. My mind is blown. How do you use them with your existing tape?

You'll have to unwrap your existing tape, add the gel pieces and then re-wrap the tape. Because the gel adds some thickness, your existing tape may not be long enough. The gel pieces are "tacky" to the touch, so they will stick to your bars long enough for you to wrap the tape, or you can use some electrical tape to hold them in place.I re-used my existing leather bar tape, because I like the look and feel of it, and I was able to make it reach by wrapping tightly and with a bit less overlap. The gel adds a nice amount of padding that leather doesn't supply - better than the cushy tape on my Cannondale Synapse and at least as good as the fizik 3mm tape on my fast bike.

Q: Can these be cut down, or is there a liquid inside?

They can be cut. They're solidified gel; no liquid. I had to cut mine actually because my bars are narrow.

Q: Is 3mm tape too thick to add to this? Or would you go with something thinner like maybe a 2mm?

Not too thick for me. In fact, with moderately padded handlebar tape, it's almost "not there." I know it's there, and I know it's better than nothing, but under bar tape it's not very "cushy." So if you want cushy, go thicker, not thinner.
