This says it is a replacement for Bordeaux mixture. Exactly how does it differ from the real thing? Perhaps easier to mix, but is it as effective?

This product is used as a fungicide. I use it to control early and late season blight on tomatoes and potatoes and white powdery mildew on phlox. Mix and use according to directions and it is very effective. It works as a bordeaux mixture without the hassle of mixing the bordeaux formula. I begin spraying in July every 7 to 10 days depending on rain.

Is copper supposed to be in solution to be effective? If yes, how can the powder be effective? How to maintain the copper in solution when applied?

You can either mix or use a duster like a dustmiser

I mixed it with water -- and a shot of detergent, I think--and applied it to my squash for what I thought to be downey mildew that was reducing the vegetative vitality. I have no idea how effective it was. I used it because it because copper sulphate works on grapes and is not very toxic to man or beast.
