What is the difference between the A & the B in the sizes?

I couldn't tell you but I do know that the collar fell apart in less than 60 days. I would pass on this item.

What size to get if my cat is between 8-10lbs??

Measure your kitty's neck, check the sizes for the collar. I ordered the med. I think the measures to end of collar, I had to punch an additional hole to fit him. Beautiful collar, is heavy. I sized it to slide off his head, in case. It is a "buckle" fastener, with new hole the end is not able to slide into collar strap. Runs small on length is wide 4 rows of sparkly stones! We like it!

Is there a matching leash?

No matching leash but very beautiful I use a harness for my Yorkies’s

My dog has a 9 inch neck so I was gonna get extra small, should I add 2 inches to give her neck room ?

I think extra small would be fine, since each collar has a lot of choices for determining size of collar And the collar looks great on.
