I don't see a list of what is included in this set. Is that a 1 qt saucepan, a 1.5 qt saucepan, what?

The previous description is inaccurate for the 17 piece set. I ordered and received the 17 piece set and it includes one each of the following items:8-Q stock pot w/lid;4-Q Dutch oven w/lid;3-Q sauce pan w/lid;2-Q sauce pan w/lid;steamer insert that fits both the 3-Q & 2-Q sauce pans;1-Q sauce pan w/lid;3.5-Q saute pan w/lid;12" skillet w/lid;10" skillet;8" skillet.The 10" & 8" skillets DO NOT have lids. The video associated with this product listing is also inaccurate. It shows a different 17 piece set with different items. This list was compiled from actual experience having ordered and received the item.

Do the lids fit over the frying pans?

1 lid (the largest) fits on the two biggest frying pans but the smaller lids don't fit on the small frying pans .

do the handles on the pans get hot to the touch while cooking

In my experience, it depends on how high you're cooking. At normal general temps, the handles on the pots and pans themselves are generally not too hot to the touch, but if you cook with the lids on the whole time, the lid handles will need to be removed using a potholder.

Can this be used with an induction cooktop?

No - this is an older set we bought in 2016 and a magnet does not stick to it and it does not work on an induction top. The commenter above has a different Cuisinart set (we have several other SS pans similar to this we bought separately and they are induction ready). They all look very similar. But this set is DEFINITELY not induction compatible.
