It is a Universal Mount for Ribbed Shotgun Barrels. Not for Picatinny rails!!!At least mine did not.

Will it fit a cz drake

It will fit any shotgun that has a Ventilated or Solid Rib on the barrel.

Are these sights illuminated?

No, but they are fiber optic material which catches any daylight and they appear to be illuminated, modestly illuminated.
