Can I use this to clean the dashboard and vinyl in the car?

Don't use it on glass, it will make it cloudy. Vinyl is fine

If the interior already has sun damage , will this stuff be able to clean it off?

Sun damage actually damages the material. This stuff is just cleaner to get dirt off. So no, it won't change sun damaged surfaces, just make them cleaner.
