Will the 30-pound actually hold 30 lbs of dog food? Or should I go up a size?

It will depend on the size of the kibble you have. I have 4 of these 2 /50lb and 2/ 80lb the smaller one can hold 50lbs of grain so right on the 80lb will hold 90+lbs of Alfalfa pellets. I keep these in my horse barn and feed stays fresh and rodent free, wonderful product .

Will this keep rodents out?

Rodents can chew through the lid. It wasn’t easy, but they did. I put a sticky mouse trap on the lid and our smart mice wouldn’t touch it.

Can I stack this on top of the Gamma 2 vittles vault?

The bottom on mine is flat, not made to fit round top, so it would not be too stable.

UV resistance? In Vegas where the UV index is frequently 10+ and it gets very hot, up to 115 F, will this work for outdoor storage?

If you're storing dry dog food in this container, I would not recommend you store ANY food at 115 F in ANY container. It's not the container I'm worried about, but the food may turn rancid at that temp. Depends on what you are storing. You should ask the manufacturer if their product would hold up at that temp.
