Q: what is the date shows in the back of bag means?

the date printed in the back of rice mean the date they polished the rice. Its not expiration date

Q: The bag states" keep under refrigeration". Really? I need to refrigerate this rice?

Our temperature in Seattle is cool so don’t see the need for that. I’ve never refrigerated any Japanese rice before & we live in Tokyo part time & I grew up in Japan. I’ve bought this rice 3 times already & I keep it in a large plastic container in the kitchen.

Q: How do you make this? I can't read the directions since they're in Japanese.

I make this the same way as any good quality sushi rice - 450 grams rice (rinse well & let it stand for 10 minutes afterwards) + 420 grams water in Zojirushi pressure rice cooker (NP-NWC10/18). This a super high quality sushi rice - don't cook it to the point of it being mush. During Covid lockdown I had a great omakase Chef come to the house to cook us dinner & he was so impressed w/ the quality of this rice.
