Q: Is this a true hdmi 2.1v cable?

I just chimed in on an interview with HDMI Licensing Administrator CTO Jeff Park and ALL certified HDMI 2.1 cables feature the "Ultra High Speed HDMI Cable" printed on the cable jacket itself along with the packaging, and I don't see it on this jacket so this cable is not certified HDMI 2.1.

There is no final HDMI 2.1 Certification yet. We have preliminary testing done and our cable passes all requirements including full bandwidth throughput. As soon as the certification program is available we will be able to certify our 6ft and 10ft cables.

Q: I have a 100hz monitor and my laptop is 60hz. but i can’t use the 100hz of my monitor, only 30hz. can i increase the refresh rate with this cable?

Most likely not, although there are a few things to check. First would be what version of HDMI the port on your laptop is (HDMI V1.4, 1.4a, 2, etc). These versions have different bandwidths, and those bandwidths are limits as to how much data can travel through them at once. Higher resolutions require more bandwidth, which is why you'll usually see 4K resolution screens with 30 - 60hz refresh rates, and 1080 screens around 120 or higher. Second would be the resolution of your monitor and power of your GPU. Most laptops can handle 1080p at 60hz no problem. But going ultrawide and 1440p, for example, pushes almost two and a half as many pixels. Bump the 60hz to 100 and that's an extra 66% more data you're transferring on top of that. If you're 100hz monitor is QHD (1440p, or 2K) try putting the resolution down to 1080 and you should be able to get the extra frames. But if your laptop isn't a particularly powerful one, you'll probably have a hard time getting that 100hz either way, especially at higher resolutions.
