It is not. Any open cone filter isn't. If you're going to do an external mod such as out the hood or aft of the front grill, make a shield for it. If you have a truck and you're going mudding and want a custom set up for your Cummins, either create an air box around this filter with a snorkel.

Will this fit a 2013 Dodge Dart with the short air intake?

I'm not sure on your car but the filter have 3 adapters I'm sure will fit the filter did fit on my air intake with no problem the adapters are 3 different sizes
