Can you turn the Switch on using this controller like you can with the pro controller?

Negative. Only the official Pro controller has that functionality from what at I've experienced.

Can you connect it as a second controller if the switch joycons are connected already as the first?

Yes, but it depends on what game you are playing on the switch. I believe you can connect it if you are playing Super Smash Bros., but not Mario Party.
