I would think it would work my brother was very impressed with it. He repaired the gas tank on our 1985 4 wheeler .

it says it will seal tanks but what about water heater tanks? heat is a big factor.

I do not know for certain, but I believe the heat and the expansion and contraction of metal might make it fail. Try to ask the manufacturer. Usually when a water heater tank leaks it it not repairable. If you really want to save the tank than you need to try to weld the leaking area if possible.
