Does this come with flag patch?

Yes. The flag patch will be the same color as the bag. It is velcro.

I asked about the use of the two straps on the front and Scott Russell said he attaches a flashlight. I don't see how to attach anything to them?

The front straps along both sides of the Velcro patch holder have adjustable buckles. The straps run through the buckles allowing one to make a loop that would hold a flashlight or other mid-sized items. This buckle is exactly like a strap adjuster on a backpack

My laptop is 14.75 x 9.50 will it fit

Yes it will but you probably would not want to because there is no thick padding in the bag
