Q: Can you stagger the water dish so it’s not right underneath where the feeder hangs?

Yes it can be placed other than below a feeder, hooks for hanging feeders are moveable too

Q: Can the top be removed to insert a solar light?

I thought I would just hang solar lanterns on the top two hooks and two birdfeeders and water on the lower. What's wrong with that idea??

Q: Does anyone recommend a specific brand of squirrel baffle they have used with this stand and had good luck with?

I'm blessed with 5 poles and I'm using a Perky-Pet 341 Metal Pole Squirrel Baffle (green) on all 5. I've had no problems with squirrels... unless I hang a feeder on a tree! (And THAT'S really "saying somethin'" as I live in the mountains of Northern California, in an unfenced 5 acres in the forest, so if I'm not having a squirrel problem, you KNOW THEY WORK!! (My troubles are now with the DEER that raid the feeders ~~)

Q: Can I use this as a plant holder? Like is it sturdy enough, to hang plants from all the hooks and set plants on the shelves (birdbaths)?

I personally would not think plants would work. Too heavy for sure. I have one bird feeder that is double deck and quite heavy and without putting something like a large rock on the side the weight is going it would fall over in the wind.
