No, you can make the circumference smaller, but you cannot pull it back. If you could get it off/over the object tied to, you could reuse if you keep the circumference the same, or make it smaller. Once you insert the end into the connector, you are committed for it to be locked.

Interesting question -- I would think, yes because the distance over which you would put one length is now more than one, therefore the tensile strength would appear to be greater over the same distance, which is reasonable. Yet there has to be an acid test because my only concern would be the fact that the additions of length also include 'joints', which I have not tested, though the joints are very tough. You might try looping one length and trying to step in it, then try to pull the joint apart, similar to the way you might weigh a fish.
