Q: What does sodium gluconate do to soap? Trying to recreate the soap I purchase and wondering why this is an ingredient and what is its purpose.

Soduim Gluconate is a "Chelating Agent" it has many other uses, - its use in soap it to combine with any metal ions on the water and take them out of solution, Particularly useful if the water has a lot of iron or calcium dissolved in it.

Q: Can this be use to increase lotion ph

this product is a preservative for oils and fats in foods and cosmetics. It is noted also as a pH buffer (Acidity regulator) so may increase or decrease pH depending on the other ingredients. It is also used as a Sequestrant / Chelating agent removing metals particularly Zinc. and Nickel, from foods, cosmetics and soaps.
