Q: Are they safe to use with plants?

I put a1/2 of one in my 55 gallon rain barrel.I water my harden&potted plants with the water.They do great!

Q: What time of year are these needed in the south?

In Texas anytime when the temperature has been above the 50s for a week is best rule of thumb I think. I live in North Texas but South Texas I would say year around, the Mosquitos can get really bad.
