Q: does this work with 3m electricians tape?

Hi, electricians tape will be ok. But please pay attention to the specifications of the tape: the width should be within 6-60mm, and the thicknees should not exceed 1mm.

Q: Can it be used for duct tape?

Hi, our electric tape dispenser can be appliable for various kinds of tape. But if your tape is very very sticky, we do not recommend you buy the machine!

The width will fit with no problem, and the 3-inch core will certainly work. I use an aggressive sealing tape to close my cartons, so the aggressiveness of the adhesive should also work. I'm not sure the blade will be able to cut through 13 mil tape. Most of the tapes I use or 2 to 4 mils thick, and yours is 3+ times thicker. It would be like cutting through duct tape. The blade is a guillotine type blade which comes down at an angle to cut the tape (not the serrated type on a small tape dispenser). It will cut the first few times, but I'm not sure the machine is strong enough to handle repetitive cuts through 13 mils. I just read some of the questions people have asked at the bottom of the sales site on Amazon, and it says you can use tape up to 1 mm thick, but very sticky tapes may not work well with the machine. The manufacturer was concerned that a thick tape or aggressive adhesive may wear the blade out quicker than normal. The tape will fit, but the thickness and stickyness may cause you some problems. I have 3 of these machines in use for thousands of packages and they have been working well. My recommendation would be to purchase the machine to test if ... if it doesn't work for the thickest tapes, you'll still be able to use it for the thinner tapes in the bookbinding process.
