Q: So does this come with the screws or not? We have two conflicting answers...

It comes with the screws that hold the 2 metal pieces in. There are 6 bolts and 5 plastic push rivets that are needed. I was able to reuse all but 2 of the plastic pieces. I ordered a set that had 6 different tsizes of rivets and with the removal tool for $11.85 (GOOACC GRC-30 120PCS Car Retainer 6.3mm 8mm 9mm 10mm Expansion Screws Replacement Kit Bumper Push Rivet Clips, 1PC Fastener Remover). Went in easily except for an area that had been abused (repeatedly going down off the curb) where I couldn't get the bolt back in but used one of the push rivets.

Q: Does this come with the clips / screws needed for install?

The one I ordered did not include the clips and screws

I installed this engine cover on my wife's 2012 Honda Cvic LX 4 Door Sedan. I can't see why it would not fit ...your Civic...U can always return the cover to Amazon...But I think it should fit..Good luck with it.
