Q: Can I use it to sand a deck ?

Not if you want it to be smooth. Those discs are way too small. To get a smooth finish, you'll need to use a floor scrubbing machine with a high grit sanding disc that's around 16 - 24 inches across.

Q: How does sand disc attach?

You need to buy a backing disc for it you can attach it directly to the grinder but they do not last.

Q: Is this for use with hook and loop backing pad?

I don't think so. It is smooth on the back. I replace them by unthreading the arbor.
