Q: Does this glow all the time? Or do you mix it with something?? I want to put something in the bath for my son. Will this light up with no lights on?

It glows up to 12 hours after charging in e.g. sunlight (for maybe up to 10 minutes). Water is not the best for mixing. You need a thicker liquid or the pigments are going to sink too fast. Also, you'll need a huge amount of pigments for a whole bath. So, probably the use case for a bath is not recommended.

Yes, should work, but always be aware that colored paint will lower the after glow effect strongly. BUT, maybe you can add the pigments ONTO the paint. Let the paint dry and cover the paint with the glow in der dark powder (you can use transparanet varnish/paint to bind the powder).

Q: I'm looking to do a star kind of effect on my ceiling which will be white would the purple be okay to mix with paint for a milkyway effect?

The white color will cover the pigments. But you can paint the ceiling first with white and then, you cover and protect the the painted ceiling with a mixture of clear varnish and the pigments. Hope thats helps. Many regards.
