Q: Is this strong enough for use to make clear bra straps?

To be honest I’ve only used it to gather the waist on a toddler skirt. But I don’t think it’s strong enough for bra straps it’s too stretchy.

Q: Is this good to use for shirring stretchy fabric?

No, it's not a shirring elastic to use in the sewing machine. It's an elastic 'tape', if you will, which you sew round the leg holes, tops, waists etc of things like swimsuits, swimming shorts, bikinis etc. Think of the sort of elastic you'd use round knicker legs, it's like that but saltwater and chlorine resistant.

Q: Would this work to stop my running shorts from riding up?

This item is used to stop material expanding, very useful in areas such as the shoulder or under the bustline in swimwear, I cannot picture the particular problem that you have and so cannot answer your question fully.

Q: Could this be used as arm band to hold long sleeves up? Can it be hand sewn?

Any elastic can be used to hold long sleeves in place. It could be handsewn I suppose; I've never tried hand sewing it and - if I can't, for whatever reason, machine-sew elastic, I am apt to simply knot it at the right length. However it is quite lightweight, being made for swimwear and underwear, and so if the long sleeves were very full or long and heavy, it might not be strong enough to hold the fabric in place for any length of time.
