Q: Is the chest measurement of 25.58 inches all around the body or just half the body?

I believe half. My daughter tried it on and she measure 40” across the chest and it fit big. We did send this back however because the cats are stuck on with small pieces of Velcro and they do not stay on. It wasn’t worth the $75 in my opinion.
