Q: Is this for hair or balloons??

It’s for balloons. I bought small balloons for my sons birthday because I’m poor then bought this for 36 dollars and it made the balloons huge!!

Q: Does this create white particles in your hair like other hairsprays?

No there are no white particles, just some added volume to the hair

Q: Does this work on short hair without making it dull? Is it a really dry spray?

It worked perfectly for my hair I have a short style and it didn’t weigh it down or make my hair dull at all!
