Q: Does the basket get int the way when pushing the cart? I want this for my mom who is quite short and it seems like the basket might interfere.

No, not at all. The handles are long enough and angled away from the cart in such a way that it's not a hindrance to me, but i am 5'9. But my 8 year old pushes it comfortably, as well.

Q: How many pounds does this cart hold?

i can pack mine full of groceries but i would not recommend using it to move sand bags. broke my front wheel. they arent replaceable.

I believe that with any type of shopping cart you are going to have to stoop down in order to load or unload this cart. It's a big cart. Don't know the demensions, but I can tell you, I love this cart. It's amazing how much groceries it holds. If I have to take anything during my spring cleaning to the dumpsters, it holds alot. I have this cart for about 2 years now. Totally satisfied.

Q: will this go up steps?

If you regularly have to go up a lot of steps I would suggest that you buy the kind of cart that has a different type of wheels that are made just to go up and down steps. Just enter "grocery cart with wheels made for going up and down steps" into your search engine. That kind of card is much better if you have a lot of steps to go up and down.
