The height from top to bottom is approx 23-25cm

Yes, That is the purpose. This is NOT a hat, but the material from which to block a hat. The easiest way to stretch (block) it is to get it wet, gently squeeze out excess water, roll it, place in a plastic bag and wait for several hours. If the fabric isn't completely damp, it will be difficult to stretch. When you are ready to block, steam the hood, then stretch it. You may have to add more steam as you pull it over the block. The goal is to remove all the wrinkles and that takes muscle and takes time.
