Can it be used on bald heads

No. What these fibres do is cling to existing hair to make it appear thicker. We used it for a family member with hair loss following chemo and while the hair was thinning it was a good solution. As the hair got thinner we needed to use a disguise spray and these thickening fibres, but eventually all the hair went and there is nothing for the fibres to cling to.

Do I need to use spray net just to keep it on my bald part of my head?

Yes, it is held in with spray. It will just come off without spray in the wind.

How do you administer it, he sprays it in in the demonstration, I only received powder?

You can just sprinkle straight from the pot , the spray attachment is for more a accurate application around the hair line...but I manage just fine with just the pot .
