Sk stands for small kids. They are smaller than the K sizes. And yes 1-3.5 and 11-13 are shoe sizes.

The largest kid size shoe is 13.5, then kids move into shoe size of youth 1-7, then they go into adult size shoes, 7-13 or above. So my 3 year old wears a kids 10, my 8 year old wears a youth 2, and my 11 year old wears a youth 6.

My 9 year old daughter's foot is about a 2 1/2-3 right now, depending on the shoe or sneaker. I just got these for her in size K(1-3 1/2) and they fit in most of her shoes very well. I got these for my grandson who wears size 3. They were a perfect fit. Since they are not fill length inserts they could fit a 2 1/2. I don't think you could trim them.
