Thanks for your question. These bags have a reclosable zip-seal on them. You don't need any equipment to seal them. Vaccum is not required for VCI protection to work.

Q: Can these be used in underground stash boxes for long amounts of time???

They have a stated lifespan. For their life they are good. But if you want true long term, you are looking for hermetically sealed, with dry nitrogen gas.

These bags are great. There is no need to use paper, because the bags were meant to provide rust protection without the need for other products.
