Design defect !
The electronic ballast worked fine. It gets very hot after 20 minutes on the aluminum housing. When checked inside , the 2 switching transistors were bare without heatsink. When checked with a oven thermometer, it measured 85 C . It's designed to work for a short time and the overheated transistors will break down so you have to buy a new one. As I've use Philips product before and they're properly heat sinked and last more than 20 years !
