On the bottle they list as their ingredients 'all natural nonionic and anionic surfactants, no phosphates. 100% biodegradable'. The stuff does work wonders on residue and cloudiness in the dishwasher - I add it to the rinse box every week or so.

will this clean old red wine residue in the bottom of a glass decanter?

While I've never tried that, I would think so. I'd put a littl in the glass with very hot water and use a wine glass brush. To avoid it in the future put some water in the glass at the end of the night of you plan to wash in the morning. Best.

If you look at the one star reviews, they're from people who decided RCC would work for this, and then were unhappy when it didn't. We have never claimed RCC will remove cloudiness from glasses.
