No. I would not put any glitter in a candle. That can be a fire hazard. You can use micah powders to color candles but I don't believe any glitter is safe for a candle unless specifically made for candles and this is not.

Q: Okay to use inside latex balloons?

Only if you wish to live with glitter forever if one of the balloons burst.

Q: Can i use the glitter to put on shoes where leather has come off? which glue should it be used with?

I think it would work on shoes just fine. Maybe some modpodge to adhere it then seal it
