Can this product be used outside? Is the wood treated?

I can't confirm if the wood is treated. It is stained for sure. The frame is metal. I am also not sure how well the stain is sealed. I suspect if you chose to put it outside another layer of polyurethane would be helpful in the longevity of the product.

If the total height of the stool is 15 inches, what is the height from the floor to the first step?

7.5" to the first step- 15" total. They are spaced evenly~ Design 59

The 300lb limit is false, this item shipped to me in a box labeled "Pet Steps", first day took one step on it and snapped the top step. I have since returned it but saw that someone said this can support 300lbs which was a determining factor that led me to buy this. I am 165lbs, don't buy this unless you are using as it is labeled on the box that it shipped in, for a small pet to get in bed with you, not as steps or step stool for humans the webpage was falsely describing this product, at least when I bought it.
