Q: What do you need to cut it ?

You can cut it with a heavy-duty scissors, a utility knife or even a kitchen knife. Fairly easy to cut. I used the heavy-duty scissors.

Q: What size would work for 3/8 wide gap?

1/2 inch should work. You press it into the gap.

Q: this is replacing the pool deck dividers, can this be painted?

I tried to paint with a concrete paint to match the driveway, it did not adhere to very well and did not work. It will weather and change color. You might try painting it then apply a sealer, but that may or may not work.

Q: What size is recommended for a garage floor? I use my 3 car garage for my woodshop and tired of machines casters catching on the joints.

It depends upon the gap of the joint. You need to measure the gap and the length to determine the width and length you will need.
