Q: Will this device work on Steam, 300f+ and 50 to 80 Psi?

I am not 100% sure. I would use a good thermostatic steam trap on the outlet side of the steam side. The worst it can do is fail.

Q: do the liquids touch directly? I want to have two different liquids interacting and do not want them to mix.

Two different liquids flows in the different channels and separated by the plate wall. They will not mix.

Q: Is stainless steel recommended for salt water chlorination pool systems or do I need titanium?

Stainless steel will work chlorine and salt water pools.

Q: I want to use it as a zone off of my main house heater with antifreeze for heating of a garage floor. How can I mount it to the distribution board?

Cut a board to fit in between the connections and use a strap and screws or bolts to hold it firm
