Of course, this owl decoy has a wind panel on the back of owl’s head, which can make the owl’s head swing

Q: What is the height of the owl?

The owl is about 15.5 inches tall.

Q: How secure is the head attached? Will it fly offin 40mph wind gusts?

Mine has sustained wind gusts greater than 40mph. Pretty secure.

Q: Can this mount on side of house?

I would think difficult to do so - given its bulky. And you want the head to move - a lot - so not sure if that would impede the head from moving. It needs to be in constant wind - my birds sat next to it, since it didn't move much. I ended up using wire mesh to cover all the areas on the porch that the birds liked to nest into. No more birds on my porch since then.
