Is it compatible with an iPhone SE?

It works on anything using a lightening cable. I have an SE and it works great. I will suggest finding a battery that has an attachment clip. I have a battery pack w/ a key ring & I secure the cable to the battery using the included carabiner. I also got creative & attached a retractable key fob which I can clip to my backpack/clothes & Ive used the key ring part to permanently hang the cable. That way, I secure the cable & can just loop my finger through the cable’s center & carry my phone at the same time-then I don’t worry about the battery or phone (or both accidentally falling. The extendable fob keeps everything from hitting the ground too fast it at all ;-). Hope it helps. You may also want to buy more than one-I find they’re worth having-I replaced the first 2 w/in a month, but the second set I’ll be replacing after 6mo. I have 2 that I keep rotating regularly.

Can you charge this on a block? And how do you know it’s charged all the way?

This is simply a charging cable coiled into a carabiner. It is not a battery pack, so it won't hold any charge. It can be used with a block and will act as the cable between your block and your device.

Does this work with only iPhone or has anyone tried it with other phones?

It will work with anything that has a Lighting port. Which is almost exclusively IPhones
