Q: Would keep cats out from under a recliner? I recently bought a recliner and didn’t realize how many animals die from getting pinched/stuck underneath

I am sure and I never thought about my recliner my cat runs under it all the time and got stuck so I will by another one . you can cut it to place how you want

Q: how can I fasten anti cat spike mat to a counter top so it doesn't slide off?

I haven't ordered this product yet, but an easy solution would be to weigh down the corners by tying something flat and heavy enough to the bottom of mat. Using glues and adhesives would be messy and unneccessary, especially on a counter. Even flat stones would work I imagine and if you want to keep your counters from getting scratched, just add foam, felt, mounting tape or whatever to the stones or metal weights. I'll probably trying this and tie it on with cheap floral wire I already have.

Q: is there any other way to secure the matting besides spikes? I need to affix the mat to the top of my brick garden wall.

The spikes that come with it are pretty worthless. Brilliant idea! Not sure if it would work - but I'm thinking you could trim the mat to the tree trunk circumference and zip tie the ends for snug fit against the tree. The tough plastic teeth of the scat mat would prevent them from climbing the tree, but they may learn to jump above it. So perhaps you could wrap a few more panels, extending the mat up as well?
