I bought these assorted mini's from you back in 2010 when it was 34.95 for 50 minis, why the raise in price and why only 25 now?

This appears to be someone with bulk commons trying to unload them on unsuspecting individuals. I doubt that 25 of these minis would ever add up to $80.00. There are websites out there that will sell exactly the miniature you want for the correct price. My suggestion- Try reaper miniatures Bones for cheap good quality minis...

Are these pre painted?

Yes, these are D&D Prepainted plastic miniatures. However, if you don't understand the typical quality and style of these miniatures, I'd buy a couple of singles or the assorted 10 pack before you spend $70 or more first on a mixed set of 25. I love using these miniatures for games (as I hate to paint), but they are not as high quality as individually painted figures you might do yourself.

the material is a hard slightly flexible plastic, I do not know the exact type.
